I remember when I was in College, around the time Smash 4 was new, they would hold Video game tournaments every now and then. This one guy was stubborn enough to enter Dr. Mario as a gag choice, and you know what, he was actually pretty good at that game. I remember he purposely tried to choose low-mid tear characters just for A. laughs, and b. To give them the spotlight too
Tier lists are subjective based on the raters skill. Someone that has a higher skill at grappling will have a totally different tier list than someone with high ranged skill.

nice tournament, good effort on corporate nintendo, i just really like the fighting game community, in its rawest form, for any fighting game really. thats something that can't be taken away. the moment a corporation tries to get their hands in it, feels like your parents trying to cater to you. not the real deal. if it wasnt for the success that is us, the players, being so fun to watch, they wouldn't have even invested a cent into any of this.

It's super cool seeing so many low and mid tiers in this tournament, like Incineroar, Dr. Mario, Bowser Jr., and Mii Swordfighter.
