Yes, Annie knew that the cans were on Sandy's tail and even those boys knew it too since the moment they caught him, they had more serious looks like they were trying to hold him still and get the cans off of him and if you pause at 1:47 you can see a serious look on their faces and if they were bullying him, they would have had smiles on their faces like they were saying, "we got him, now lets do this to him" and saying "get his tail" could mean, "get the cans off his tail." However, it seems like Annie had a terrible feeling interfering if she felt she should have minded her own business after calling Sandy a "dumb dog" and walking away at 2:46 since at 2:52 she was shaking her head like she was saying, "I might have made a mistake assuming those boys were bullying the dog and then scared them away."
