Are you supposed to purchase a park and shuttle pass for each person in your party?
No, just for the car. You can walk from downtown as well if you can find parking in the area that is cheaper than the shuttle. Thursday shuttles are almost always a mess, but get better as the weekend goes on and they figure out the logistics.
