Marinoa City is more accessible from Hakata - just one bus ride, and starts its trip from Hakata station but the bus stops also at Tenjin (but may get crowded upon reaching Tenjin). Which one is better? Well, it depends on your preference. Marinoa City has more Japanese brands at great prices (I guess, because I'm not familiar with some of them) and less crowded as well, while Tosu, more of international brands. Tosu is farther. There's a direct bus from Nishitetsu Tenjin but schedules are limited during weekdays. You can also take a train from Hakata Station to Tosu Station and then take a bus from Tosu Station to Tosu Premium Outlet. But again, bus schedules are limited on weekdays, so I think it's better to go to Tosu on a weekend. I hope this helps :)
