If you combine Ice and Fire, its expect that there will be both of them together. Touya and Shoto both have affinity for both Ice and Fire, Natsu if i am correct rejected his father's side so that likely restricted the Fire as well while the sister has a stronger pull to Ice but likely also has some amount of Fire in her as we see with Touya how his Ice ability only activates when he is at death's door.
