Even though there are independence movements in Galicia that want to base their culture on the Celtic one, but their current language has nothing to do with the Celtic languages, so I don't think they would be part of the union.

Galicia now has a culture strongly linked to the Celtic, and in ancient times it was the center of the Iberian Celts, but this does not change the fact that they do not have a Celtic language. Also think about the geopolitical context of this union, from the perspective of the 19th century founders of the Celtic union (which was aimed at saving the current Celtic languages, not resurrecting the ancient ones) trying to add Galicia would cause too many unnecessary problems.
