The license for them can be used by outside studios or such for a fee, which are called stock sound effects. This is why you'll hear certain sound effects used across many shows or media, even games, all because they're drawing from a popular stockpile. As a result of this, however, it can be hard to figure out the original place the sounds came from. The author can choose to sell their sound effects out and no longer have any rights to it, and then whoever owns that sound can sell it out too, et cetera. In Undertale, Flowey's laughter is an old stock sound effect from an old cartoon, and his "That's a wonderful idea!" Is from a McDonald's commercial. The sound for a Ghost's thrusters in Halo 2 and 3 is the same sound effect as Witch Time in Bayonetta. Certain gas stations use the same chime as collecting a ring in Sonic the Hedgehog as their purchase completion sound. These are just some examples
