Zero told Zorran, Zak and Zip to get out of his sight, he started violently stomping around his office and threw papers and chairs around, capping it off by rolling on the floor and kicking. Oh, and if the Diesel Tug came to be, then Zero definitely would have laid one of his tugs by the wayside to get replaced by the diesel. I'm thinking Zak because of his faulty engine, but just a hunch.

Zero, I think Zeke, Zeb, or something like that. Makes me wonder if it was intended to be a recurring character though, or even if the prop was going to be a working one like the other tugs, since it wouldn't need steam, being a diesel.
I think it would be zebedee as the rest are mostly devious where as zebedee has not a bad board on him he will gladly help anyone (stars, stacks, or anyone)
I would say Captain Zer0's Thomas counterpart would have to be Doctor Beeching (A real person who's not a T&F character as far as I know, but he did diesalize British Railways in the 1960s and Captain Zer0 cares more about efficiency than his tugs so they're both basically dictators.)
He also enforced the Beeching Axe, which oversaw the closure of many lines and stations across the mainland. I like to believe the Norramby branch was also planned to be closed as part of the axe.
Despite not being human, I think George would be a good counterpart for Captain Zero as both are violent and rude to even their comrades (The Z-Stacks for Zero, vehicles for George) but will help with his enemies if desperate times come to desperate measures (When the barges were being stolen for Zero, when the airport needed to be constructed in CAE for George)

Yeah Captain Star did seem like tye more obvious choice. I figured Zero might have been more interesting and catch people off guard in regards to their expectations
Counterparts I think can be suitable for Captain Zero: Baz and Sailor John like in here Diesel 10 (leader of the diesels like how Captain Zero is in charge of the Z Stacks) Bulgy (both do shady stuff to get what they want)
