For windows users, instead of export OPEN_API... you need to do setx OPENAI_API_KEY.. as we are using cmd/powershell.

Do you require plus account for 3.5 turbo? Or does the free version works with it as well?
Needs a paid account for api, not the same as a plus account. Check my video mentioned about open ai usage limits

The problem with MetaGPT is its limited only to Python tho!! I'd agree with you if it could generate code in more than just Python. I'm sure it'll come eventually though.
