Each instrument has their own line (top two are flute, second two are oboe, the next one is clarinet, next two are horn, and the last one is bassoon). Each instrument plays these at their discretion in an 'improvisatory' style. The indication at the bottom is just an example by the composer (or possibly editor) as to where each player may come in and leave, ultimately it is up to the performers to organise who comes in where. Hope this has helped!
