From the Frieza & Cell scenes, Budokai & Burst Limit honestly tied up as the most accurate in-game scenes, without counting their graphics within their times (which are both amazing), my god they both showed those scenes so gracefully! Within the Buu Saga, I would honestly give it to Tenkaichi 2, though its sound effects were highly lazy and basically game-like they nailed every part of the scene accordingly to the actual show, Runner-Up would be Infinite World since they nailed it too but missed a few detailed parts compared to Tenkaichi 2, it was a close one (again without counting their respective graphics)
It's kinda ironic how the older games actually take time with the cutscenes, making a build up to the action where as the newer games always try cut corners with the actual story and make it shorter then it's supposed to be.
There will never again be something as accurate as Budokai 1 & Burst Limit. FighterZ is a runner-up, but if the story of FighterZ was like all the others, it would probably be in the same rankings as Budokai 1 & Burst Limit.

The OG anime had all his body parts (except one arm) cut off from the Energy Disc. They could not make like the original because it would increase the CERO rating from the one it has now. That's the reason all his limbs are intact in the Video Games.
