It's just something they do and should be noted. On "Looking forward to meeting you" there is an unspoken understanding, I believe, that it is preceded by "I am". I think those are cultural nuances that makes a country interesting.

I don't see the problem if one means (collectively) by adding (all). it is just an extra word for emphasis. one can sound verbose but no wrong.
