It's clear that congress should NEVER have shirked it's duty to declare wars under the constitution, and especially these days when it's not like they can't make phone calls at any hour, and it's not like they can't arrange a zoom meeting at a moment's notice even at 2 a.m. if necessary! A decision with ramifications of that magnitude should NEVER have been left with one man, decisions of such importance should have as many people as possible involved in making them! It should involve every member of congress, senate, every intelligence agency, the full staff of the joint chiefs, and they ALL the general's of every branch of the military! Probably more that I might not be thinking of.
