I am thinking of going to DisneySea in the evening of 5Feb. We are taking the halfday park ticket from 5pm. I'm wondering whether I can still use DPA or Priority Pass if I enter the park after 5pm?

Actually, it's very difficult to get the DPA and Priority pass after 5pm since it would be out of stock.
However, the wait time would be redeced after 7pm. Hope you enjoy your time!

Do I need to be in the park at 7:30AM in order to purchase a premier access? And are Mondays usually busy in cherry blossom season?

It's up to the DPA you want to buy.
If you want to get the DPA of Sea of Dreams, You need to be in the park at 7:30. When it comes to Soaring, you might be able to buy it at 10am. After 8th April, it wouldn't be busier compared to before as the spring vacation season will end in Japan.

Yeah! It's just a few places for DPA. There are many areas for free!
