98% of people can speak French cause we learn it in school, the only reason a higher percentage of people speak French is because of immigration into Luxembourg, and whilst French is used as the lingua franca in some communes, English is used in others, yet most still function with Luxembourgish at the helm.
Well yes, however the assumption that people who live there are predominently french spesking is wrong. This has to do with the fact people commute to work here and get by with only french. This inflates numbers of french speakers. Additionally everyone who went to school in luxembourg understands french, whereas commuters don't understand luxembourgish most of the time. Is french common? yes is it the language of the people? NO
Something you may have forgotten to mention was that Bismarck had promised to support France's claims to both Belgium and Luxembourg in exchange for France staying neutral during the Seven Weeks War. When Napoleon tried to cash in the promise Bismarck had made, Bismarck's response was "About that..." So you can imagine that France, Napoleon the 3rd specially, wasn't too happy about Bismarck welching on his promise, which was a probable factor for the Franco-Prussian War
