You'll need to take your hip measurements at the waistline when drafting the trouser pattern. This will make the waist wide enough for the elastic to gather it up neatly

Adding 2inches to your back waist isn’t because you removed 1inch from your front waist .Adding 2inches to your back waist is because of your buttocks and removing 1inch from your front waist is because the human waist is not straight
