1. Add dried kelp to boiling water and blanch for 2 minutes.
2. Rinse in cold water and strain through a sieve.
3. Cut kelp.
4. Coat the kelp with Korean pancake mix.
5. Make dough with 1 cup of Korean pancake mix and 1 cup of water.
6. Grease a pan with cooking oil and preheat.
7. Coat the kelp with batter, place on a pan, and bake over medium-low heat.
