if i were a part of the team, i would have created and designed a storm water and drainage system which would have kept the city or the region amazingly safe and clean...its a matter of playing with the topography of the area. using simple levelling machines and total station with few survey teams...its a matter of gravity flow....its a subject of common sense to first take out storm water instantly before it accumulates.......definitely, we cannot overcome a calamity which is of this magnitude...but why the hell the engineers did not succeed in flowing the water out of the city premises to a far of uninhabited areas...if the ground is 100% horizontal then why the foolish engineering crews did not create artificial ponds around the city....told you earlier, its not the dirhams or the riyals for a professional should work. These engineering decision makers and their designers should be taken to custody and this should be a lesson to everyone to put their hearts into the work not but smart intelligence and fooling faces and attitudes.. at the end of the day people blame the authorities not the professional criminals who abscond and do not have the guts to come and talk on the ground to resolve the issues...why there are no gravity flow pipelines which are parallelly connected to the drainage system to move the fllth out and to a direction where the normal wind blows in the region...usually North to South...much more to say if given chance.
