every time I see that car, I wish that there could've been more open-ended levels for driving.

The main reason behind very few driving levels in the entire game was related to the limitations of the Source Engine, the most important one, the complete size of the map which was way smaller than any other Engine that came before. Due to the constant loading screens every time you walked on a straight line for more than 4 minutes (and both game and music freezing with them), the driving paths for those high speed sections had to be done in something like a "zig.zag" way for the player to drive for longer periods with fewer loading screens than in normal game play.
