So the game doesn't remember that you starved this cycle but does save your karma progress?

It's called "karma caching" -- there is an overlap when the user does the behaviour shown in the video, because the game doesn't save progress on starve cycles and also has a karma forgiveness / no penalty for exiting or dying within the first 30 seconds of a cycle.
