that elevator is under modernisation. and during modernisation, it is controlled by a temporary "Elevator installation" controller that makes it go up and down so the engineers can trash old stuff and set up the new stuff. The cartop controller and Cable box can be in it's way in the beginning. Also, connecting the rooftop is one of the last things to do, as it will remove the "Installation phase" from the elevator controller, thinking that the elvator has been finnished and is ready to go in service!
