Trump could still find a crisis such as threat of war or create one in order to declare a national emergency. Did Congress ever review the restrictions on what a president can do during a state of emergency? Have they established a time limit? Would save him being impeached. Over time Congress passed 100 laws that gave increased powers to a president during a national state of emergency.
