The fact she got credit for this supplying of "Jefferson" that was unreadable but the boy lost out on "Emancipation" is annoying. He should have just wrote like a doctor at the end so they couldn't quite make it out, but enough to know what he meant.

Missed the key word in there, "Future." It became part of the United States earlier as part of the Louisiana Purchase.

The question isn't precise: It could be interpreted as asking when the land became owned by the US or when the territory became a state.
