Why wasn't the Defender given more resources and emphasis in the Imperial Navy, even after Thrawn risked his own neck to go before Palestine & argue that re-captured TIE pilots who had tried to defect & escape, to man they testified that they tried to escape because of the terror they felt flying in what was essentially a death trap, a machine with neither shields or a hyperdrive. The Sith Lord WANTED them afraid, to fight hard. Hyperdrive means they could run. Shields mean they might get ideas of turning those starfighters against the Empire.

Ironically, the tie defender is surprisingly stable airframe if you look at the design and modify for Naca airfoil, it would actually be a surprisingly good air superiority fighter
