There are actually two ropes in the pit: One inside the pit that the prisoners tie around themselves to be a safety net should they fall and one on the outside of the pit that Bruce throws down and is the true means of escape. The first rope symbolizes false hope that keeps you in your mental prison while the second rope is the true means of escape. This symbolizes what Bruce does to Gotham. After embracing fear in order to escape he finally escapes and provides the prisoners with a true means to escape without fear. The first rope symbolizes Harvey Dent being the symbol of hope to Gotham that keeps crime at bay but it's based on a lie. The second rope symbolizes Batman being the true hope of Gotham after he dies giving Gotham an idea to follow.

I just love the symbolism of this moment. It’s just every piece of philosophical dialogue and subplot from the other films coming full circle. The Bats flying around him like he was being baptised again to be worthy of being BATMan.
