How about how to have your buttons move rather than scale, as in horizontal row of buttons ultimately becomes a stacked column of buttons? How do you do that. All the videos I find are just scaling the site, which only helps so much. I mean do you really want a site to scale to the window of a cell phone? No, you want the layout to change, or else you have text too small to read.

it's not really mobile responsive, it's scaling without bottom scrolling. But how to make a truly mobile responsive via flash? for example to make the buttons rearrange vertically for a resolution of 320?

use the free transform tool (Q) then select all parts of the character to move them all.
