They say those who can't do, teach. This is not true of Lee Strasburg. I believe his performance in this particular scene has never been surpassed by any other actor, not even Brando. Pacino almost looks intimidated.
This scene provides the best answer yet why the other families didn’t retaliate after Michael ordered the purge at the end of the first film. They knew it was him, but they didn't want an admission that they knew in the form of an immediate frontal counterattack. Moreover, no one family wanted to go first in attacking the Corleone organization. They opted to watch and wait.

This was the first time that I realized that Moe Green was Bugsy Siegel. In real life he was killed for getting in too deep in debt with the gambino family (Corleone) trying to create Las Vegas. Roth (Meyer Lansky) grew up with Moe Green

Michael’s question was rhetorical, he already knew Hyman Roth gave the order to have Frank killed. But it allowed Hyman Roth to deliver a speech which let us, the audience understand the moral bankruptcy and hypocrasy of the business they were in. This hypocrisy allows these people to order the death of others, thinking and stating, “it’s just business”.
That catch in his breathing.. we know it’s an ailment and a sign of physical weakness and yet it made this guy seem all the more dangerous.
Where was the danger?? I don’t know if at the time this movie came out cripple diseased old men with half gay accents came across as threatening, but they definitely don’t now all these years later.
The catch in his breathing should’ve served only to show just how weak and dissipated this man was by this time, how he served zero threat at all which is how I perceived that Michael wasn’t the least bit threatened by this bumbling imbecile.

From 2:18 on this is where Hyman showed his cards to Michael and Michael had all the proof right there by Hyman was trying to kill him.

The foundation of Michael's character is that it's NEVER business, it's always personal. The one thing he never forgets is if you cross the Family. Even Vito could forgo vengeance for the murder of his son, in order to keep the peace. But Michael would literally murder his own brother to set him straight. From Captain McCluskey breaking his jaw and beyond, Michael took everything personally and brought the world down on himself by the third act
But Michael is no exception here. In both of your examples, when Vito and Roth say it's not personal, they're LYING! Vito swears it will not be him to break the peace in the very meeting where he deduces it was Barzini behind everything. That isn't forgiveness, that's a chess move; he is only able to keep that oath because he immediately hands his empire over to his son, and he urges Michael to act against Barzini. Equally, it's clear that for Hyman Roth is NOT just about business, he has a personal vendetta against Michael for killing Moe Green.
His breaking point was losing Apollonia, maybe his only true love or hope of things improving in his life. Family made him step up to defend his father, but he returned a very different man

His world ended at the end of part 2. He's sitting there alone. He's dead. Look at his eyes, he's done. His death at the end of part 3 was like Arte Johnson in Rowan and Martin's Laugh-In show in the 60s. Part 3 was un-needed.

Roth in 1 speech not only tells Mike he knows Mike had Moe Greene killed, but with his anger tells him he took it personally. However it could have been his way of saying "You killed Moe because of business, i tried to kill Pentangelo because of business. Let's forget about that and do the business we are doing. We're bigger than U.S. Steel"

Why did it repeat?
I never really thought that Roth was holding a grudge over Moe Greene. I always figured that unlike Vito who knew when it was time to step down and retire because he was sick, Roth was scheming to make more money even when he was terminally ill and wanted Michael out of the picture strictly because of money. I always took this speech as Roth's way of saying don't go around accusing other people of doing stuff you don't like Michael because while you are powerful, you aren't the boss of everybody and you don't get the final say in other peoples business. I could accuse you of being involved with Moe Greene's death because there is some evidence but I let it go! So don't start in on me on whether or not I put the hit on Frankie when you already said he tried to kill you! I thought for years that Roth was basically telling Michael that he was overstepping his boundaries.
Johnny Ola is sitting quietly by himself during this exchange, considering whether young Michael Corleone might just have the makings of a varsity athlete…
