A very nice video. I've been wondering about this myself but were too busy to do my own research on this. If you want to add more law to add more sentences, try adding international laws. Fatui Harbingers are Snezhnayan diplomat after all. Therefore all of their act (as long as they're following the Tsaritsa's orders) are representing the nation. For example, for Scaramouche, what he did in Mondstadt and Inazuma are crimes he comitted for the Tsaritsa's cause (most of them), so it definitely can be counted as crimes under international law regimes. He definitely committed war crimes and crimes against humanity in Inazuma which that alone should give him a very nice and girlypop seat in the ICC

Would he possible receive reduced sentences since he’s working under the fatui for a majority of the time meaning he’s working under the Tsaritsa and also would possibly be treated as a diplomat or something akin due to his fatui status. Also high treason against Nahida might not count as she is not in a position of political power at the time and instead Azar would be the highest authority in Sumeru and again since he’s working under Azar he may receive reduced sentences or possibly being pardoned for some of his crimes while he’s still in charge.

You forgot a crime he committed: betraying the Fatui. Since the Fatui is an organisation that works directly under the Archon and Scara was a harbinger, that basically means he is traitor to the Archon and he also tried to kill another Harbinger, now I don’t know my laws but wouldn’t that be a war crime? Also I don’t know something about attempting to kill Traveler, who is a hero in two nations, one of which he is a honorary knight who gets treated with respect like he is on a similar level as the grand master, just feels like it would be considered a big crime.

So Tortellini gets more years in prison but 3 less deaths than Scarameow (at a whopping 4 - which is "hilarious if if consider that 4 is associated with the number of death in asia.). A life sentence is 25 years. 95,5 years for Scara and 7 life sentences for Tortellini and 4 for Scara. (a life sentence is 15-20 or 30 years depending on the country and the severity. I just made 25 the "middleground". (I live in EU) - Love that you "judge" based on the country the regions were inspired!
