Not in Golf Croquet, its just an obstacle. In American 6 Wicket, Association, and 9 Wicket, you hit it after you have run all the wickets to "peg out" of the game.

He hit red hard because it was a difficult angled hoop; hitting hard can twist the hoop open a bit. He’s also using a jump shot because the extra spin will pull the ball thru the hoop . On the next turn Fordyce hits black hard to get it down to the next hoop( done on odd # hoops because the next is always straight away)
