@@firefox298 Optimization is a fairly linear process in terms of impact on performance in relation to a particular type of HW. Both GPU manufacturers have a very similar architecture and this architecture is almost identical to the architecture of the current generation of consoles. Performance scaling is usually quite linear and we can see it in most games. The problem arises when there is a big difference in supported features between GPU generations (a recent example is AW2 and the use of mesh shaders) - but this should not be a problem for this game, because it is based on quite outdated technology. Of course a proprietary engine is always harder to manage than a multiplatform engine. This is not to say that optimization is generally a simple process, but in this case the game is not optimized very well - mostly Nvidia has a problem. When a game is better optimized for one card manufacturer, it usually indicates that the developers have left some API calls in the code that are not ideally supported by one side, which can cause problems/glitches/slowdowns and often have to be solved by the card manufacturer at the driver side in the form of a hotfix (this happens a lot with Ubisoft's Anvil engine, for example). Where exactly the problem is with GoT is hard to say, but let's not call a game perfectly optimized when it isn't.

PS5 runs on mix of medium/high settings, you can check how it would run very high when you look at benchmarks with RX6700 and remove 5 FPS from the average instead of everything very high

6gb, 8gb, 16gb, etc. H310 supports them all

you can run it but you wont get a an enjoyable experience ,I'm getting the same frames he is getting on a 3080 and a 13700k. game is just horrendously optimized not to mention the god awful stutter and frame times. That 4090 should hit 175 fps easily.

On PCs that can't run it with consistently high framerate, I highly recommend the frame generation mod that replaces DLSS frame gen with FSR on any GPU (or just using the in-game one if you're on a 40 series RTX). I'm not a big fan of frame gen, but it has transformed the game for me on 3070 5600x. It essentially completely negated any stutters and frametime issues, running at (perceived) 90 fps at all times (which is where I usually cap my games, it could do a bit more still). The only issue is that HUD has some ghosting (sometimes more noticeable, sometimes less), but it can't be helped without native implementation and it is a small price to pay. And even though I'm fairly sensitive to input lag, I haven't really had any issues, it somehow mostly feels like it's actually running at 90 fps. And the game is excellent otherwise, GOTY material really, the performance issues are the only downside.

@Case_ I will support the game when it's fixed. There are too many other awesome games to play. Game of the year material shouldn't be this poorly optimized. Elden ring had issues, but it was fixed so quickly. Cyberpunk 2077 took a year and a half to get polished enough to run well. Voting with your wallet just tells companies it's okay to release it broke as long as they meet their quarterly report earnings for investors.
