In my opinion, this video is showing a bad precedent at the 36second mark. You have a pedestrian already committed to the crosswalk. You have a bicyclist heading north on Coastal Highway at Garfield Parkway. Garfield Parkway is a four lane road. If you notice, cars at the intersection are moving in an east and west direction. That means those heading north or south on on Coastal Highway. Although the cyclists appears to be making a right turn onto Garfield Parkway he has a red light. Due to Garfield Parkway being four lanes the "Idaho Stop, in my opinion, is not applicable here. They cyclist's should have stopped for the red light as well.as.let the pedestrian cross. What needs to be done is better enforcement of the bicycle laws as well as.educating the public and bicyclist of the laws. Stand at the intersection of Garfield Parkway and Pennsylvania Ave on any summer day and you'll see how many bicyclists either ignore the laws or are ignorant of them.
The cars heading north and south on Coastal Highway have a red light. Bicyclist are to stop at red lights!

June 1, 2022 Dear Mayor, Town Council, and Mr. Graviet: As a full-time employee of the Town of Bethany Beach Public Works Department, I regularly watch the Town Council Meetings to find out what is going on in the Town, particularly regarding topics involving the Town of Bethany Beach Public Works Department. During this Town Council Meeting, starting at minute 32 in the video, Mr. Graviet mentioned that "Seasonal hiring was a problem for us last year and is a problem for us again this year, most especially in Public Works. Public Works' staff is down at least 14 or 15 from where we would like to be... We have raised our hourly rate to be competitive with other jurisdictions, and everyone is doing that. You can walk into Food Lion and see that Food Lion is offering to pay you anywhere from $15 to $18 an hour." If we assume that the Town of Bethany Beach was offering to pay about $15 an hour for new seasonal employees last year, prior to the record inflation and tight labor market we are now experiencing, which from the information I have gathered is about right, in order to "remain competitive with other jurisdictions" and businesses in the area for hiring employees, such as Food Lion, who are offering between "$15 to $18 an hour," the Town Bethany Beach, according to its website, is now paying seasonal employees a 20% wage increase over this time last year, offering to pay new Town of Bethany Beach Public Works seasonal employees $18 an hour. *1 The problem with this, is that while The Town of Bethany Beach gave its seasonal employees a 20% wage increase over last year, which is reasonable under the circumstances, it has only given its current full-time Public Works employees a 3% wage increase over last year, which does not come close to covering the current year over year record Inflation rate of 8.5%, the highest inflation rate in 41 years, or the 80% increase in fuel oil/diesel prices, or the 48% increase in gas prices, as many Town of Bethany Beach Public Works employees have to drive long distances to get to work, since they cannot afford to live in the Town of Bethany Beach, the community which they serve, which is a shame and should also be addressed, or the 18.8% increase in housing prices, or the 15.2% increase in housing rental prices, or the 9.4% increase in food prices, all of which full-time Town of Bethany Beach Public Works employees are now enduring. *2, *3 A 3% pay increase for the Town of Bethany Beach full-time Public Works employees, with an 8.5% inflation rate is, in reality, a 5.5% cut in full-time Public Works employees' pay, while at the same time, the Town of Bethany Beach is giving all new seasonal hires a 20% increase in pay, over last year, to get them to work for the Town of Bethany Beach this year. This is unfair, and shows a cold callous indifference on the part of the Town of Bethany Beach towards its hardworking full-time Public Works employees, who give dedicated and excellent service to the Town of Bethany Beach day in and day out, month after month, year after year, despite being extremely shorthanded with seasonal employees, by not giving its full-time Public Works employees a real cost of living increase, around 8.5%, and a reasonable pay increase, around 3% to 5%, for a total of a 11.5% to 13.5% wage increase, which is still much less than the 20% wage increase the Town of Bethany Beach gave to its seasonal employees this year. The Town of Bethany Beach may argue that it cannot afford to give its full-time Public Works employees a 8.5% cost of living increase and a 3% to 5% pay increase this year, to help them endure the record 41-year high inflation rate, and reward them for all of the hard and excellent work they performed over the past year, despite being extremely short-staffed, but the Town of Bethany Beach's budget shows that in FY 2022, which ended on 3/31/2022, the Town of Bethany Beach Public Works budget had $275,636 leftover from its 1,800,000 approved FY 2022 Public Works' budget (15.3%), as of 2/28/2022. *4 Moreover, as of 2/28/2022, The Town of Bethany Beach had $1,410,766 leftover from its Town-Wide Operating Budget of $9,338,000 (15.1%). Furthermore, The Town of Bethany Beach increased its Town-Wide Operating Budget by an additional $526,000 (5.6%), to $9,864,000 for FY 2023, which we are in now. *4 In addition, for FY 2021, according to the Town of Bethany Beach's Financial Statement, "General fund expenditures were under budget by $843,291 (12.3%). Total revenues exceeded total expenditures by $2,025,570." *5 The fact is, the Town of Bethany Beach is flush with revenue and can more than afford to give its twelve (12) full-time Public Works employees a real cost of living increase and reasonable pay raise this fiscal year, as it has already done for its seasonal employees. Finally, The Town of Bethany Beach may tout it's benefits package, which is good, as an excuse for not giving its full-time Public Works employees a reasonable cost of living increase and pay increase, but the fact is, in the current competitive U.S. labor market, many employers are offering excellent benefits packages, which are competitive with what the Town of Bethany Beach offers, including Food Lion, which Mr. Graviet mentioned in the Town Council Meeting video, as an example of a wage competitor with the Town of Bethany Beach. Food Lion offers a benefits package that is competitive with what The Town of Bethany Beach offers. *6. Many employers are offering even more benefits to stay competitive in the market, as well as to find new hires, and retain talented employees. *7. A competitive benefits package is no excuse for the Town of Bethany Beach not to give its full-time Public Works employees a real cost of living increase and a reasonable pay increase this year. In conclusion, the Town of Bethany Beach Public Works full-time employees give excellent service to the Town of Bethany Beach and its residents year round, through the cold dead of winter and the searing heat of summer, through blizzards and Nor'easters, making it a beautiful place for residents to live and for vacationers to visit and enjoy, and the full-time Public Works employees have earned a real cost of living increase and reasonable pay increase, which the seasonal employees are now receiving, particularly in light of the extraordinary 41-year record high rate of inflation that the full-time employees of the Town of Bethany Beach are now enduring, and who have the least means to do so. I therefore ask that you please consider giving full-time Public Works employees a cost of living increase more commensurate with the actual year over year inflation rate of 8.5% and a pay increase of 3% to 5%, for a total of a 11.5% to 13.5% wage increase for full-time Public Works employees as soon as possible this year. Bethany is a special place for our family. Been going to Bethany for 56 years (and to Dewey Beach when I was little ~ 1955-8 or so). The trip to Bethany has always seemed long because we are always so excited to get there! [Yes, I DO remember the building of the second span of the Chesapeake Bay Bridge ~ a miserable but needed project. Always worth it to get there. I am so grateful that my parents brought my sisters and me to this area so we would fall in love with the sea, people, strolling on the beach, listening to concerts on on the bandstand, and going to Funland (in Rehoboth).
It appears this was taken at low tide. Another video at high tide looks much worse.

We need to stop talking and take action
Many years ago before the bay bridges were built people took the fairy boat across the bay area. This type of flooding has happened before I remember as a little girl my parents leaving in a hurry to get to the fairy when we returned the sand dollar hotel and Charlie's chicken corner went out to sea they rebuilt something else I don't remember what. But the water will go eventually
Give it less then ten years an all those million dollar homes aren’t gonna be there anymore due to the water

I am so pleased that you have streaminv set up so that folks like me can learn what you are working on in Bethany. Thank you for everything you are doing for our town. I ‘m curious as to where this photo of an entrance to the beach was taken. I am guessing on the north side of town?
As a non-resident property owner since 1983, I suggest that permitting non-citizens to vote on committee opens up the possibility of actual conflict of interest as well as the appearance of conflict of interest if they are permitted to vote. Regarding the summer programs, specifically the movies on the beach, concerts, 4th of July Parade, and 4th of July Concerts: All of these activities encourage members of the community and other community menbers to congregate in large numbers in close proximity. I realize that you are planning some sort of back up plan if the you and the State of Delaware decide that it is unwise to go forward with these events. I suggest that a dose of realism be seriously considered. Young adults, including young families will likely not have been vaccinated the fall. As such, the they and children will be at considerable risk for contracting Covid at these events. Perhaps it would be wiser to plan the events using remote technology. I’m planning to be in Bethany for the 4th of July week, but will not participate in watching the parade, attend in person concerts, or congregate on the beach to watch the fireworks. Planning for remote versions of these events is smart for Bethany.
