Fish density on a reef, often measured as pounds per acre, matches up with microtopographical variation, or more simply put, places for fish to hide. I used to make fish houses on occasion when I used to dive. If you want to see about the ultimate bottom with hidey holes in it, the kelp reef off of Santa Barbara City College is amazing.

compacted sand with starch, agar agar, etc should work too instead toxic concrete. also i suppose if you created holes with carboard beads in the skin, the spread of corals and algae will be faster

fish share the caves, you should have created a large narrow interconnected cave instead this

It looks to me as if it would not moor a rubber duck in a force 3 wind. How heavy is it and what secures it to the sea bed?

They need to make it out of dead things and calcium if possible..... Also make it more difficult to stick an arm in.... Like throw some flesh in there to make pockets.... Uhhhh good luck.
