The problem with using the term "reissue" to refer to something like Socks the Cat is that the game was never actually "issued" in the first print, therefore how can it be reissued? Huge Insect by Sachen is another weird one to classify.

Can you use this on game cases like ps2 or Xbox 360?

i had fun with it, and beat it with save states cause i didn't wanna bother becoming a master at it, and grinding it for days. it's like a 6.5/10. would play it every so often, but it's not a AAA title by any means. kinda cool though
