This is fascinating! Is there a difference in the forms / shapes that Seitan and fu take and are used in Japan? I know you say that both can be called Seitan but I wonder if there's a difference between gluten called fu and gluten called Seitan. I think my experience with wheat gluten has mostly been from Cantonese cooking or American adaptations.
