people think to get a crossover char is easy to do but they all wrong! Why you ask? Well that is they need to have approval of the company where it is coming from, the game dev. and character dev. from that company. If they agree they do it then need to make contracts and that takes months or even a year to do. People think just make it. Is totaly wrong. But worse part all of this is that people blame Tekken team for this and that is so unfounded. Maybe they ask for TIfa but the answer was no from the dev in Square-Enix. You can jump high or low for it but they wont get it. It is simple as that. Many people whine about it like a couple of childeren. Beggers can't be choosers!

Most of the time, the point of crossover characters is to raise up both IPs and get people already interested in one to try the other. You're not gonna get Tekken people picking up FF7R for Tifa, nor vice-versa. Everyone knows who she is and how she plays, so you just want the Smash scenario of putting cool people in. Clive is new and his game is reportedly underperforming, so it makes sense for Square to offer him up. I've already seen several videos of 16 players picking up Tekken, and Tekken players checking out 16 because of the announcement.

Tifa's kit isn't complete yet, so she couldn't be in Tekken for that reason. They wouldn't let Tifa as an incomplete guest and they wouldn't show what's missing before announcing the final part of the Remake.
