It is always surprising how many Russian cities there are. It shouldn't, because Russia has by far the largest population in Europe. But many of their cities are fairly obscure for some reason. It's a bit like with China. they have so many incredibly large cities but most of them are totally unknown to foreigners.

I think the issue with France is about the definition of urban area, agglomeration and cities itself. French urban areas are split in historical "commune" . By example Paris " commune" have 2M inhabitants but the global agglomeration is about 11M inhabitants...
