    Inorder to have a positve effect from Sanctions , there must be a clear objective and the targets must believe that the sanctions will be removed if they comply. US has maintained sanctions against North Korea for 58 years and Cuba for 54 years. Russia will not beleive that sanctions will be lifted if they comply.Sanctions will then have no effect on changing their behavior.

    Si on veut réfléchir à un système complet qui simplifie le système socialo fiscal français, il faut traiter en plus les points suivants : 1)Se demander s'il est réellement efficace de maintenir le système de cotisations qui pèse lourdement sur le travail en France alors qu'une part de plus en plus importante de ces cotisations n'obéit plus à une logique strictement contributive : le système évolue vers un mécanisme beveridgien pur avec une reprise progressive de la gestion de la Sécurité Sociale par l'Etat. A noter que le Danemark par exemple s'appuie plutôt sur l'impôt sur le revenu et la TVA ce qui a des effets bénéfiques sur la compétitivité du travail. A terme on pourrait imaginer que l'impôt passe de 30% évoqué ici à quelque chose de voisin de 50% du brut en absorbant en revanche CSG et cotisations. La retraite, elle, pourrait se décomposer en un revenu universel à hauteur du tiers du montant actuel (environ 100Ge) permettant de traiter plus élégamment la notion de "minimum contributif" et de réduire l'ASPA auquel s'ajouterait une retraite nette calculée de façon strictement contributive mais finançable par la TVA (moins de 200Ge)...Au fond il est plus logique d'utiliser un prélèvement naturellement régressif comme la TVA pour financer une retraite plafonnée plutôt que de plafonner des cotisations, ce qui rend le système encore plus régressif (voir courbe de Piketty Landais). On arriverait à une notion de "consommation différée" où la consommation d'un pourcentage à contenir de la population (les seniors) serait financée par un prélèvement sur la consommation globale (TVA). 2)Regarder plus finement quelles sont les prestations actuelles qui rentrent mal dans une logique de revenu universel à 500 euros par adulte et 250 euros par enfant : - Il y a d'abord l'aide au logement qui ne peut être nationalement universelle car elle dépend de la géographie (l'aide est plus importante à Paris qu'à Mende pour une prestation physique équivalente). Là, ce qu'il faut universaliser c'est la prestation physique : chacun doit trouver un logement de loyer compatible avec son revenu disponible (mettons 200 euros par adulte et 100euros par enfant + un pourcentage significatif du revenu) avec une surface normée (20m² par adulte et 10m² par enfant) chauffé et dans un périmètre à définir autour d'une adresse géographique donnée par le demandeur (son lieu de travail par exemple). La différence avec le prix de marché serait allouée (par exemple par la commune finançant cela par la taxe foncière) au bailleur (privé ou O HLM). - Il y a ensuite l'AAH qui est plus importante (la différence subsisterait) ainsi que l'ASPA 3)La dernière piste serait de regarder la notion de "revenu universel étendu" en intégrant des droits universels d'achat de services publics décentralisables. Il y a par exemple le "chèque scolaire" : un versement de 500 euros mensuels supplémentaires à chaque enfant de 3 à 10 ans permettrait de le scolariser jusqu'au collège en abondant directement l'enveloppe d'une commune ou d'une école primaire sous contrat. Charge à cette commune de décider du recrutement d'un professeur des écoles et d'en reverser son coût standard à l'Etat. Ainsi ça financerait élégamment la logistique scolaire dont le montant global correspond à peu près aux anciennes recettes de taxe d'habitation. Bref le revenu universel peut être l'un des aspects d'une grande réforme d'envergure introduisant plus de simplicité et de souplesse dans ces mécanismes financiers et de gouvernance. Probablement une réforme phare d'un futur Président compte tenu de l'ampleur...

    Universal basic income will never be sustainable because of the fact people are not programmed to put efford into something you can get for free. this is a survival instinct that animals also still have in order to conserve energy. Giving someone money for free has never stimulated anyone to do anything. Also the biggest concern is, gouvernment will at start say there are no Requirements for this basic income. by the time they have everything in hands and control all the food all the buiseness and every aspect of your life it is inevitable they WILL put requirements on this basic income. Because there is no other option from that point on you have no choise but to bend to a system you dont want to bend to anymore. without options, you have a problem.

    Fantastic. I enjoyed how clearly and succinctly the reasons for a Universal Basic Income are laid out and how both the crisis of our climate change and the pandemic inform those reasons even more so. His was one of the best explanations of how it could be financed, as well. I shall have to listen to it a few times in order to be able to communicate it myself, but I feel that would be well worth the effort to do so.

      It's not just billionaire oligarchs who are against it. I think most Americans who have the right work ethic don't want what amounts to a money handout from the government simply for existing. They'd rather earn the money themselves. It means more that way. One country that had a referendum on unconditional UBI was Switzerland in 2016, and they soundly rejected it. Probably because they were smart enough to know it would incentivize people to stop working. Wasn't even close. it was 76% against.

      @@davidabrahamson1325 Right, im sure you are just so well-read and studied on both, but UBI's are meant to be implemented in capitalist economies in order to mitigate the widening of the wealth gap (due to historical injustices in the name of liberalism). The idea is to provide bargaining power for workers to pursue meaningful jobs and educations (some of which may even become automated soon). More freedom of choice, education and health for those that have little. All of this comes from Van Parijs, look him up.
