That's Eric Johnsons solo so I don't know where you get your info from. The laughing was probably due to him having to provide accompaniment to someone else, thus not doing anything flashy or interesting that would normally be seen in in a guitar magazine like the one this is part of, Guitar World.
On the head of the guitar, just push down on the string. Play with it a bit and you'll get to where you can bend it in perfect notes like he does. Pretty easy and awesome. He has one song that he mostly only uses that in. Interesting technique. He said he learned it when on a country music tour and watching the other guitarists do it.

Is he the best guitarist ever? No. But ask any guitarist without pretty top tier talent to play as quickly or do that chicken pickin' like that and I guarantee you they either won't be able to or definitely won't want to because they know its difficult and they most likely aren't good at it. He is actually very musically talented across more than just guitar. It's not just time that made him that good.
