Saying someone doesn't deserve reformation misses the point of what reformation is. The ability to help someone and give them a chance at a better life, something which if you pick and choose who gets it invalidates it because then a person can't seek it without fear of being prosecuted for trying to change for the better forcing everyone who makes mistakes to double down. The question is not who deserves it, but rather can we and should we? Can someone who loses multiple times learn to stop doing the stupid thing or are they stuck in a cycle for an eternity? Should we have them "safely" trapped in a statue they will be freed from and have different foes who might not be able to stop them? Within the premise of the world reformation is more logical.
