Good question. Ultimately it falls on the business or product owner to determine MSCW Priority. But they should be aware of the 'rules' of Moscow, or you will inevitably end up with too many must haves
I think before we add any feature to the product, we can verify from end-users usage perspective , empathise with the end users requirements by applying design thinking principles to avoid the risk of the features not used by end users
@@narenrababum This is a best case scenario, however many businesses do not invest in User Research prior to making decisions on features, unfortunately. But I agree, that is the ideal approach.
