I don’t know your boss and whether or not what they were trying to accomplish was indeed positively motivated. But let’s say you’re the leader on the team and you are trying to implement positive change. Just telling someone that what they are doing is wrong doesn’t help them see the positivity you are trying to accomplish. Rather if you can find a way to connect the change to a personal held value that individual has, they now have more investment in that change because they can see how it aligns with their beliefs and goals as well.

This heavily depends on if the employee thinks what you are doing is positive. I have been to many meetings about various things my boss thought we were doing wrong when covid hit and he stayed at home those problems magically dissappeared.
