Since nobody else knows I'll just say why this happens, during an update or feature upgrade windows rewrites important files and caches them, when the pc loses power while this happens or it corruptes the file or the file won't write, windows sees this and will automatically use the cache to rewrite broken system files with that message, you should never turn off your pc in that state as it's very dangerous and might permanently damage windows, due to missing cache and even more corruption.

The additional bridges were built due to the multiple court cases lodged by the Merchants association of Thuckalay , Kuzhithurai, Marthandam. Ecological and Environmental surveys were done to satisfy the courts. That caused more delay and more expenses. NHAI and state government are doing their level best. Public should try to understand these matters also, and in future, must boycott the selfish merchants of Thuckalay, Kuzhithurai and Marthandam. It's better to complete all these bridges now itself, otherwise they will cause daily traffic jams like Kanjiramkulam, Vizhinjam, Thiruvallam etc.
