When I was 10, my whole male extended family was watching a football game that was recorded on an old vhs. In the middle of the game, the tape must have stopped recording for a section because we saw the previous contents that were recorded over, and it was some hardcore porn action going full throttle. back then the culture in the US was more conservative. So the pa pa pa was seen as sinful. So it was a little bit of a mix of sinners getting their just deserts and that made the bad guy a little less bad, and the audience feel less bad about the people being killed. So they could like the bad guy, but also made it more scary because the victims were in a state of vulnerability and easy prey because they were distracted. That and younger guys love both as much porn as they can get away with; and violence.

In the case of the "Friday the 13th" movies specifically (aka, Jason with the hockey mask), there is actually a plot point. Jason was a boy at a summer camp, and the camp counselors (who were supposed to be watching the kids) were busy with Papapa, and ignored Jason drowning in the lake. In the original movie, it is actually Jason's mother doing the killing. Both she and the monster "Jason" actually have something of a code, usually only targeting teenagers engaged in papapa or similar inappropriate activity.

I mean, there are few times when you're truly at your most vulnerable. Sleeping, pooping, showering/bathing, fucking. And sex sells.

It's because horror movies were for young couples. You'd go watch some cheesy horror movie with your partner and the horror scares and sex scenes are used to drive your heart rate up and get you hot and bothered with your love sitting next to you and produce a Suspension Bridge Effect. Early horror movies producers were simply in the adult film industry. Theaters showing adult films would also show rated R violent films, often explicitly sexual, because a part of their audience was turned on by that. This is also why by tradition, the characters having sex or shown as promiscuous (often the ditzy blonde with large breasts) were the first to die in horror films and slashers. This all has to do with repressed sexuality in a puritanical America, with sinners being the first to suffer for their actions.

The history of this is actually pretty interesting: See, during the 60s and 70s, there was a thriving market for what was, essentially, big-screen softcore porn. Remember that there weren't even home tape players at the time, so if you wanted to see filmed titties without going to an actual porn theater, you had to rely on your local seedy drive-through. As a rule, these movies were pretty awful, banking solely on the promise of nudity to draw people in, and after a while that started wearing thin and people lost interest. So the filmmakers figured, hey, we're already playing to the lowest common denominator and we're already not allowed in reputable theaters, so why don't we just put a bunch of gratuitous violence in there? And that's essentially how the modern sleazy teen-murder horror genre was born. TL;DR: it's not because someone decided to start putting titties in horror movies, it's because someone decided to start putting horror in titty movies
