Here's my thoughts on what's going on, just based on watching the video. The celebrities were told not to go beyond 250k, or something similar to that. The way Regis says "no" as Norm sneaks in a "final answer", and the way his "you are amazing" felt passive aggressive (to me), and from that point on his smile seems super fake. Also, it cuts to a woman in the audience after he answers is just shaking her head, and then during the outro credits they look like they are arguing, and she is still shaking her head. And it's incredibly obvious that Regis is trying to put Norm off giving the right answer for the final question, but I would guess that's just what he's meant to do. But he threw subtlety out the window for this one.
I would also guess it was fake and they didn’t want to do the million. Entertaining though

can you not tell that he was giving him cues? he stopped him from saying pine. They always have this on the celebrity versions because they want some charity winners. pay attention to how norm thinks of answers and how regis reacts during this. He save him from losing it all

Norm is a comedian. He was probably just stringing along the audience and making it funny for them but never had any plans to actually answer it
regis always tried to second guess players randomly. it didn't seem to reflect on whether they had the right answer or not, just artificially juicing the tension in the moment but it could definitely influence players
At the end of the day it was Norm’s choice to walk. Regis’s role is to be the devil on the shoulder of the guest, whatever choice they’re struggling with. I’m sure he regretted being too convincing with it this time, but not as much as Norm regretted giving in to it
