I think it's because samoans have more fluidity and freedom of body movement compared to the tongan way of dancing which is stiff

It's softer and slower movements, making it graceful. It's a reflection of virtues and values. Stiff is a word for other things, but you can't call Tongan dancing stiff. Far from it friend. If someone is stiff, they are probably doing it wrong. Or dead.
