It's either an HL or a look alike. Profab framed examples are the real deal. Later C&J framed bikes took the concept further. In all likelihood they probably made all or some of the original Profab frames. British HL frames broke. Hallman thought them very poor and not fit for top end racing.

What's crazy is that the motor is a synchronous motor instead of asynchronous (basic squirrel cage motor), which is incredibly rare even with motors far below this wattage rating. Normally you only see synchronous motors below 10kW.
