i wanna correct you there, Welt e2 is really good, good enough to the point of making Welt into a sustain is very crazy imo coz his talent work every time the enemy is slow or imprison and his skill is multi-hit which proc the e2 very often as well along with his ult just imprison enemy, the only way enemy don't get into an nearly infinite prison by welt is just straight immune to cc
