No. There is no such problem. Casing pipe should be there for entire depth of loose soil.

There is no technician providing service. This is very simple technique. You may engage the local Mason and follow the videos.

The Holes should be properly covered with a mesh otherwise slit will enter the bore well
No. We covered the holes with a mesh earlier, and the mesh got clogged with mud within 2-3 years. Then no recharge takes place. We observed recharge wells for 5-9 years so far. Therefore, do not cover with a mesh and provide only vertical slits, not holes.

You need not replace entire length, only top one length you may do so with PVC pipe.
