I have the same problem. I just got mine from my friend and it will not go past the screen of just like yours and I don’t know what to do. He says it worked and obviously I don’t know what to do at this point. But it works in the safe mode so I don’t know that’s kind of weird.

Ok so I just had the same problem. Deleted old data/users in prep for selling the PS4. The blue screen in the video comes up, controller doesn't work. After reading this, I tried a different cable. Suddenly it works. But not only that, I put the first cable back in to see what happens, and now it works too. I think the USB cables were from a Samsung smartphone and a Samsung tablet. I hope that helps someone; I was starting to rip what's left of my hair out. :)

I encountered the same issue, but I found a solution. Using a different type of charging cable for the controller, for me an old worn-out one worked great .

Idk if this is late or not but you need a , USB data cable

If you have a another ps4 controller disconnect that one and connect the other one it work for me

FIXED! SOLUCIONADO! LA SOLUCION ES QUE USEN OTRO USB APARTE DEL PRIMERO QUE USARON. TIENEN QUE TENER EN CUENTA QUE SU CABLE USB TIENE QUE TENER LA FUNCION DE PASAR DATOS Y NO SOLO PARA CARGAR. Tuve que comprar un USB nuevo, lo conecte y si funcionó. EL CABLE QUE USE EN ESPECÍFICO ES EL WIN XS-05.
