It's sounds something more like the title screen of SMB All-Stars rather than the SMB underwater stage

this game seems to be based off of the Warriors Orochi (Musō Orochi) series given that the first game in the series was released in 2007 this must've been made after that (i know that this info isnt particularly useful at all but i thought i'd just mention)

looking at multiple playthroughs of the bootlegs, it seems like this was supposed to play once the "boss" is on screen. but they messed up the programming so it plays randomly when certain enemies are onscreen/gets killed and will sometimes go silent.

Despite the fact the theme always appears so shortly you never hear it, I love how they managed to put the the overworld themes of the original Super Mario Bros, Super Mario Bros 3 and even SUPER MARIO WORLD in it. Really shows how much the developers love this franchise.
